Updated WDF 1.11 CoInstallers

I don’t know how many other people noticed, but Microsoft have updated
the wdfcoinstaller.msi package with files signed on the 17th August. The
DLLs have the same version as the previous ones (1.11.9200.16384 -
signed on the 28th July) so you need to check the digital signature
timestamp.

If you downloaded the wdf bits before 8/17 you MUST get the new bits
