SPSVCINST_TAGTOFRONT broken in 2k12?

Our bus driver needs to initialize before pci.sys in order to properly put emulated devices behind the curtain. In all other OS versions, setting the 1 bit (SPSVCINST_TAGTOFRONT) in the AddService directive of the .inf causes the driver to be tagged and that tag moved to the front of it’s corresponding GroupOrderList. This isn’t working for me in Server 2012. Windows gave my driver a tag of 0xC, but 0C doesn’t show up anywhere in the Boot Bus Extender key under GroupOrderList. Anyone know why?

How would I report this to MS as a bug?
