how can I permanently disable driving digital certificates on win7 64-bit systems?

Hi! how can I permanently disable driving digital certificates on win7 64-bit systems? Because my driver lacks a digital certificate, I tried using the command bcdedit.exe -set loadoptions DISABLE_INTEGRITY_CHECKS, the prompt succeeded, but it didn't work.

bcdedit.exe /set testsigning on bcdedit.exe /debug on
