I could not find information about the DDK for Windows RT.
Someone who knows this, can explain if that DDK is available to everyone?

Windows RT is locked down. The only space available for third party add-ons
is the app store. The api for those apps is documented.

What Mr. Roddy says is correct. The WDK for Windows RT is restricted to “partners” specifically working with MSFT.
