D3Cold support in Windows 8.1 WinUSB.sys

Just wanted to see if anyone had any good information as to whether or not Windows 8.1 WinUSB.sys supports D3Cold.

It does not. WinUSB will drop to D2, but not to D3.

It is possible to write an upper filter to WinUSB to become the power
policy owner and remove that responsibility from WinUSB. That filter
driver can override the power capabilities to slip into D3 on idle, and
this does allow the system to go into Connected Standby. I’ve actually
seen it work.
