The website from Microsoft documents “Update a code signing certificate” is now irrelevant, correct?
I was looking to submit my new code signing cert and started with this page but all the links appear to be broken.
The procedure here ( https://docs.microsoft.com/en-us/windows-hardware/drivers/dashboard/update-a-code-signing-certificate ) has been replaced or is no longer needed , correct?

No, that’s not correct. You need a master EV cert to create your
dashboard account. Once you create that account, you can register any
number of additional certificates to be used for making your
submissions. I don’t know why you would do that, unless you have a
second certificate that doesn’t require a dongle.
